Today I went hunting but didn't get anything. So I discharged the crossbow into my target bag as stated in the handbook the. Well I shot at the target and the bowstring jumped the arrow ruined the arrow and shot it about 15yrds intended target was 25-30. I believe I saw some smoke so I got kinda concerned. After evaluating the string I noticed some wear or some burn marks (rails were lubricated ) should I go get a new bowstring put on it?

Yes, unfortunately you'll need to replace it. I'm not sure how old the bow is, or roughly how many times the string has been used, but either way it definitely needs replacing. Try going with a B-50 Dacron Bowstring. Good luck!
