I'm looking to buy my first AR15. I like the compactness of the M4. I am only interested in Mil Spec. I'm having trouble find more than one or two companies that build a complete Mil Spec. I know there has to be many more. Can someone tell me some manufacturers that build a Mil Spec M4? Thank you.

The only true "mil-spec" (meaning fully compliant with the technical data package) is the Colt M4. However, it is not sold on the commercial market. It is only available to government agencies. The closest you can get on the commercial market is the Colt 6920. BCM also makes ar-15 type rifles that are very close to the mil spec, as well as Daniel Defense, Noveske, LaRue, and a few other top tier makers.

Armalite, Bushmaster, DPMS, Olympic, Stag, Rock River, Double Star and other low end manufacturers are not even close.

The Smith & Wesson M&P-15 is a very good option for keeping the price reasonable while meeting the important criteria in the TDP for reliability and durability.

Not entirely sure what you mean by "mil spec" because a mil spec M4 is selective fire and has a 14.5" barrel, and I am sure there will be other differences. An AR15 is semi-auto only and anything shorter than a 16" barrel is an SBR that opens up NFA complications. You might find this article ("The Specs of MilSpec") useful: http://www.americanrifleman.org/ArticlePage.aspx?id=2287&cid=4

Since Colt is the maker of the military M4 and the holder the AR-15 trademark, I would suggest you start with Colt. They are second to none in their commercial quality of their firearms: http://www.coltsmfg.com/Catalog/ColtRifles.aspx

While I am sure there are many others, my first hand experience with Spikes Tactical products tells me they are top rate, have a good rep, and advertise mil-spec components. They are one of the few economical ARs that have the mil-spec 1:7 barrel twist: http://www.spikestactical.com/new/z/complete-rifles-c-113.html

Daniel Defense is another company that I can recommend: https://danieldefense.com/rifles.html

As others have said, I will assume you mean an AR-15, not an M4. With that said, I'll put my .02 in for BCM. Colt does make mil-spec weapons, but so does BCM, and they do a darn good job at it too. BCM's are generally cheaper than Colts, and you have many more available options on how you want to set up your rifle, as opposed to the set few that Colt offers. BCM probably has at least 50, if not 100 different rifle configurations that you can choose from, with all being mil-spec.

You seek what is called an "M4gery", which is a civilian version of the M4, or as close as you can come to it. Do a search for the Colt 6920 or 6940 (I forget which). Besides not being fully automatic, this is pretty much the closest thing you can get to an M4; it's made by Colt, it's got the right barrel profile & twist, etc.

Save yourself the trouble and buy a complete rifle. S&W's M&P15 series is probably your best bet for that price range. Alternatively, you can purchase the complete upper half and lower half separately, which might save you a few pennies. People who build ARs from scratch usually already have a lot of experience with the platform beforehand.

Colt.

What you would be buying would be a sporter AR-15, not an M4. An M4 is legally defined as a machine gun therefore you would have to go through the Class III weapon laws such as ATF registration, another BG check, etc.
