Every state has a different definiton of pests, a different list of pests, and different rules. It all depends on the state you live in.
You should visit your state's official web site, surf to the hunting area, and then download the 2013 Hunting Regulations. Inside you will find a list of animals - if the animal you 'think' is a pest has a bag limit or season - you need to have a hunting licens AND abide by the hunting laws and rules for that species. Usually in the very back of the regulations is a list of the pests that can be taken - and - information on what can and cannot be used to take them.
You also need to obey local laws about discharging firearms inside of city limits, and, being the correct distance from other homes and structures.

You can shoot a mouse or a rat any time you want, so long as laws in your area don't prohibit you from discharging a gun or airgun.
In the United States, starlings and certain sparrows are also considered vermin. You should look on the website of your state's agency which governs hunting laws to determine which species are protected.

generally anything damaging your property or being destructive .. im not a big fan of animal murderers thinking theyre doing me and my garden a favor by randomly killing things that are no threat to their own property ..
