I assume you live in the USA? If so, then yes you can make a silencer legally without a license as long as you live in AL, AR, AK, AZ, CO, CT, FL, GA, ID, IN, KY, LA, ME, MD, MS, MT, NE, ND, NV, NH, NM, NC, OH, OK, OR, PA, SC, SD, TN, TX, UT, VA, WA, WV, WI, or WY. A few other states allow them if you have a license (FFL/SOT) to deal or manufacture them as a business. You must be at least 18 to make a silencer or buy one from a person in your state; 21 to buy one from a licensed dealer.



The procedure is simple, but time consuming. Print the ATF form 1 and form 5330.20 from the ATF website, or order them from the ATF. Fill out the ATF form 1 and bring it to your local sheriff for their signature. Send it in to the ATF along with form 5330.20, your fingerprints, photos and a check for $200. It takes about 4-6 months now for approval, but the ATF approves every form that is filled out properly. Your approved copy of the ATF form is not a license or permit, it is just proof that you paid the tax and legally possess the silencer. It is the only proof that you legally own the silencer, so it must not be lost.

While it is simple to make a good silencer that reduces noise by 20-30 decibels (100-1000 times lower), you will need a lathe to do a good job. I learned to use a metal lathe while making my first silencer. Two end caps hold the baffles in and attach it to the barrel with threads. Very simple.



Soda bottles, potatoes, condoms, pillows and other dubious objects work poorly as silencers. Anything that touches the bullet while it passes through the silencer can lower speed and ruin accuracy. Use of the above improvised silencers can damage the gun and injure the shooters or others nearby. Anyone suggesting that you use these things is stupid.



Do not expect a silencer to make any firearm silent. While a good silencer can reduce noise by 30 decibels, even a 22 caliber rifle will still be about 115 decibels when suppressed. This short duration impulse noise will not sound loud at all though. Firearms shooting subsonic ammo (<1100 fps) will be the least noisy. High powered rifles shooting supersonic ammo are louder, but can still be hearing safe when used with a silencer.



If you want to buy one instead, they cost $100 to $400 plus the $200 tax. A dealer can guide you through the ATF form 4 process for buying one.

yes, I call them "sound modification diverting devices". mine also works as a convenient "crown protector" and "prevention of dirt going into barrel device"



I have an archangel ruger 10/22 carbine with tapered barrel, the barrel is free-floating with about 1/2" clearance all around. its 16.5" barrel. I used some plastic PVC pipe, 1.25" diameter, thin type, some 40lb high density yellow urethane foam (generally for CNC machines), and lots of superglue.



I built a muzzle adapter with the yellow foam, it fits over the muzzle and front sight, the outer diameter will support the plastic PVC pipe. it has holes drilled thru the area between the inner hole for the barrel/front sight and the PVC pipe. the sound (most of it) is redirected from the muzzle backwards to the hand guards. the PVC pipe overhangs the muzzle by about 6", a foam plug is made, hole drilled in center of about .235 caliber so the bullet can go thru. then foam plug is counter-drilled a bit so that in the event it goes in the dirt sand won't go into the hollow area in the pipe.

the pipe ends when it goes into the area where the hand guard is. the sound escapes there.



how it works:

its a muzzle brake too

the gas coming out of the muzzle will fill in the area between the muzzle and foam plug with hole drilled thru. you fire from inside of a building or car thru an open window.

the sound is redirected to go into the building so the whole structure acts like a suppressor. on your end the sound is probably 5x as loud as normal (so wear ear plugs) but outside you hear nothing at all.

great for shooting in the city or suburbs.



I'm building a aluminum one right now to replace the PVC one.



its works on the concept of a muzzle brake, where the sound for the shooter is increased by the gas going backwards to reduce the recoil and muzzle climb. by making most or all of the gas go back towards the shooter it eliminates recoil as well as the sound of the shot for any targets in front of the gun. s its a half-silencer. the target and people around the target hears no shot, but you do. no a silencer since it doesn't actually reduce gun fire noise. it just makes it go somewhere else.



I do not think this is a good idea on any higher powered guns. similar copper pipe one I made for a my Mosin Nagant rifle exploded (I expected that, so I used a string to pull the trigger remotely).



or... the legal method tot get a real silencer with a heap of paperwork, lots of waiting and fat wad of cash. ask the ATF for the paperwork as well as procedure. not legal in all states. USA only. doesn't apply in Canada, UK, or any other nation.

Of course you.. could.... but you are asking for trouble. In reality, a silencer is completely legal (except in one of those "socialists states"). They are also more economical than you might think. a 22 silencer is going to run in the neighborhood of $250. The paperwork and legalization however will cost you another $200. There is no special license that you have to have to get a silencer (a clean background is necessary though, so don't go getting caught trying to make your own or you'll never be able to have one.) go talk to your local gun dealer and ask him or her where the closest class 3 dealer is.. unless of course they themselves are. your class 3 dealer will be able to help you with obtaining one.

BTW: to all of you people who are giving this guy s h i t over asking this question.. think back to when you first wanted a silencer.. I'll bet you were asking the very same questions to people and had no Idea it was a felony. Someone had to tell you, that's the only way we learn these things, so don't be a jerk!!

Yeah there are plenty of ways you can do it. Doing it without a license is a maximum of a 250,000 dollar fine and up to 10 years in prison though. The overall design of them is simple as hell, but why risk it. Find a dealer, find sound suppressor for 400 bucks, start process for BATF stamp and pay 200 more dollars. Then pick up your suppressor and already have your 22 LR threaded to match it. Pick up some Remington Subsonic, CCI standard velocity, Aguilla Sniper Subsonics, etc... rounds and go have ball. Best part is you didn't get arrested doing it. Oh and you will need to live in a state where sound suppressors are legal which is most of them.

Unless you are the owner of a fully equipped machine shop (lathe and mill at the least), you are SOL. If you happen to own at least a lathe and mill, and produce a suppressor, you are going to be on BAD terms with the ATF. Not a good idea. Why do you need a suppressor anyway? Especially with the way the question was worded, I don't think you should have a suppressor, let alone a .22. You don't need one. These questions are always a bit on the sketchy side.

Not practically and probably not legally unless you are willing to first talk to the BTAF and go through the legalize and pay for the tax stamp.



What do you need a suppressor for? Try hearing protection, subsonic .22s or the Humming Bird loads that are really quiet out of a .22 bolt-action rifle.

Absolutely you can. But you have to talk to BAFTE first and get a license to manufacture one. Then you have to put a serial number on it and pay the $200 fee for it. After that, its yours to keep, but if you should ever want to sell it, it has to be done through BAFTE and the buyer has to pay a $200 fee as well.

(BAFTE = Bureau of Alcohol, Firearms, Tobacco and Explosives)

Not legal unless you fill out a some forms with the ATF and wait for their blessing. Getting caught with a homemade silencer will get you a government paid vacation for 10yrs+ and a new roommate named Bubba and you will be his bitotch....
